Introducing Programme-Based Budgets in Health

Programme-based budgets are a budgeting instrument to link budget allocations to outputs. Over the past two decades, nearly all low and middle-income countries (LMICs) have initiated reforms to shift from input-based budgets to programme or output-based budgets, and health has often been a pilot sector for the introduction of these reforms. While some LMICs are more advanced in the reform processes and already operate using full-fledged programme-based budgets, most LMICs have faced design and implementation challenges in making this shift.

This Global Learning Event is an opportunity to share and review practical experiences of reforms to initiate programme-based budgeting in the health sector, with a focus on LMICs. It is designed to benefit Ministry of Health officials who are involved in the design and implementation of these reforms, and may be of interest to other actors including finance authorities, planning ministries, and development partners wanting a better understanding of the requirements for this type of reform in the health sector. The event will be organized around three main discussion-areas  – design, implementation, and monitoring of programme-based budgets in health.

The event will take place in English and French with bilingual translation. All registrants will receive the agenda prior to the event.
